No problem with a cigar bar. We suggest you move it down the stairs to avoid it drafting back in and bothering those that might have walked outside for a few minutes. We have seen everything from an informal get together (typical) to a station with someone rolling cigars for guests.
As for smoking, we will put smoking buckets in the front area for guests to use.
