The artist won't be able to do it legally.

For prevention of infection, there are a couple requirements: 


1. There's a licensing requirement from the Illinois Department of Public Health, which requires an inspection.  Approval requires a sink (that is not portable) in the work area. (Section 797.1400 f)  There are other sanitation requirements as well that would be difficult to comply with.

2. Carpentersville has a licensing requirement for tattoo artists.  We have never pursued looking into this, given the sanitation requirements above.
